Putin is getting rid of any remnants of local governance in RussiaOn June 4th, a meeting was held in the Kremlin that resulted in Putin gaining full control over local Russian authorities - municipalities and mayors.
75 of the 89 existing Russian governors were already directly appointed by the Kremlin. With the new policy, mayors and local municipal councils of towns, villages, or districts in larger cities, will have no freedom at all.
Previously they had some freedom over allocating local budgets and appointing people to key positions. Now it will all be controlled by Sergey Kirienko, first deputy head of Russian Presidential Administration.
Anton Vayno, head of Putin's administration, and Sergey Sobyanin, Moscow mayor, will oversee the whole process.
Putin probably plans to get to the next presidential election with a country totally under his control, from the lowest level up to the very top.
