There are signs that Russia has realized its imminent defeat in Ukraine and now wants to undermine Ukraine economically as much as possible.
The destruction of Kakhovka HPP was a strike on Ukraine's economy. Agricultural capacity of Ukrainian South has suffered unbelievable damage that will take decades to restore. Heavy industry in Dnipropetrovsk and Zaporizhzhia regions will also be impacted greatly by this act of terror. Damage to the environment is huge and lasting.
North-Crimean canal was also left without water as a result of the explosion. This means agriculture in Crimea will be virtually impossible and residents will continue facing a shortage of drinking water.

Russia wants Ukraine to become economically unsustainable, unable to support herself. Reconstruction, rebuilding, de-mining and other restoring of territories will take a lot of time and money before they are able to function again.
